War and Civilians: Historical Perspectives on the War in Ukraine

Presentation

This panel brings together historians who examine the impact of twentieth-century warfare on civilians in Europe, the Soviet Union, and East Asia.  On a scale never before seen, nations concluded that they might win wars not simply by destroying the enemy’s army, but by also targeting cities and the civil population.  Although the current conflict in Ukraine has its distinctive features, sadly we see similar attacks on civilians during the two world wars—in the forms of blockades, bombardment, “demoralization,” deportations, and sexual violence.  We will also discuss countermeasures such as civil defense, resistance and evacuations.  What might we learn from this past?
