Assessing territorial resilience

Seminar series held by the Paris Institute for Advanced Study, in collaboration with the City of Paris (Executive Office for Ecological Transition and Resilience) and the Engineering School of the City of Paris.

Aiming to make progress on governance tools, and in particular on methods for assessing resilience, the Paris IAS is launching this year a series of seminars which shall introduce a wider program on territorial resilience, innovative organizations, and how to assess them. In addition to interactive seminar sessions, the series will include a two-day workshop and an international conference.

This year's work will explore the matters of assessing a territory’s resilience and of evaluating policies designed to improve it through technical, human or political measures. How can a quality as multidimensional, complex and evolving as resilience be quantified? Should new indicators be developed, or should other evaluation methods be preferred? Can a circle of stakeholders be clearly outlined? Do the very modalities of public action and coordination need to be entirely rethought?

The series of seminars will bring together researchers, policy makers and practitioners to make progress on these issues from both an operational and academic perspective.

  • Three sessions to raise difficult questions

4 Nov 2019: Seminar session "Resilience in infrastructure and network management: coordination and anticipation"

10 Dec 2019: Seminar session "Human factors of territorial resilience: individual preparation and social cohesion"

6 Feb 2020: Seminar session "Territorial resilience: how are modes of governance evolving?»

The sessions will focus on the assessment of the notions indicated in their titles. The aim is for policy makers and those working in the field, whether from local authorities or from a number of public and private sectors, to express their challenges relating to the topic and the questions that remain unanswered. Through this approach, research gaps and needs for interaction shall be revealed.

The seminar sessions will congregate stakeholders and start a community of practice. They also serve to prepare the next steps.

  • A two-day workshop

On the 6th and 7th of February 2020, the Paris IAS will bring together researchers and experts from France and abroad to collaborate in a workshop format. They will address concrete issues identified during the seminar sessions, combining their diverse experiences and perspectives to advance the field of assessing resilience.

This two-day workshop will guide the organization of the remaining seminar sessions and of the international conference in summer 2020.

  • An international scientific online conference

At the same time conclusion of our first year of questioning and work, and introduction of a research programme "Resilience and Territorial Innovation" that we hope will be multi-year, cross-sectoral and international, a major scientific conference will be organized this summer on the theme of evaluation.
#AssessingResilience or "Assessing Territorial Resilience: Indicators and Tools for Governance" is an international colloquium (interventions in French and English) by videoconference organized by EIVP and IEA Paris, with the support of the City of Paris.
